Yes, I was watching that too. She did lay some of the blame on the legislature (i.e. herself) though.

Personally I think that a few rolling blackouts will be required before most Californians really understand the magnitude of the problem. Heck, just turn off the power to the entire state for a day. That will get some results and conservation.
