Unfortunately, through lack of foresight, they failed to pass a limit of temperature, below which it was not allowed to drop.

Actually, I think they had caps on prices for both electricity and natural gas. Then they lifted the cap on natural gas, but not electricity.

Reminds of the joke about the British colony that decided to switch from driving on the left to driving on the right. But the government was concerned about making the transition, so they decided to switch over just the trucks first, and then do the cars a week later if everything seem to be working out.
