I am not the best qualified to answer about the cross-licensing with Texas Instruments (TI). I will however say that this is a sensible move as TI wants to dominate the chip market in the future (as they do now) and can only be positive for Qualcomm.

As for the DoCoMo situation, they have already started managing expectations by stating only limited city coverage. the goal is to ensure that WCDMA is properly up and running for the Football World Cup 2002 (along with Korea's WCDMA networks - joint hosts). I am sure they'll have something up and running by May! Keep an eye out for BT trying to steel their thunder with an announcement concerning the Isle of Man's UMTS network (with NEC).

Don't know about whose chipsets they are using...maybe found out by the suppliers they stipulated (Lucent, Ericsson, Nokia) - I tend to focus on market developments in my research.
