The point wasn't who the governor was, or whether they made a difference, but that they were accepted. The Constitution doesn't say anything about 12/12, or 12/18, or give license to impose such dates, just that the votes have to be in the hands of Congress on the 6th.

BTW, the Governor of Hawaii was a Republican, William F. Quinn.
