"it seems they must be expecting a total stock market crash" - Though, as I understand it, the record Commercials' net short position on S&P 500 contracts looks clearly bearish, I'm not sure that you're making proper use of the COT report. I believe that it still reads out as an assessment of high risk (possibly resulting from financial exposure in key sectors) and an otherwise negative outlook, but not as a single dramatic expectation.
