Is impeachment a political or a semi-criminal process? It has never been entirely clear. If political, then what you say is true and American govenment is simpy an odd variant of a parliamentary system. If, however, it is not simply political, you need grounds. It is generally viewed that is more than a political process. And that means you had best come up with something good, or you will take the consequences two years later- -right in the presidential election year. So, yeah, go ahead, impeach him. But let me ask you this: Do you REALLY want CHENEY as President? If you answer that "yes", I'd say you need to do some research.
