I think it's Gore's general delivery when speechmaking that tends to give the impression that he's patronising. Interestingly, he exhibited none of this tendency during his recent concession speech. Also, it's been widely reported in the press that one-on-one, he's extremely focused and sincere -- to the point where he's been criticized for being a geek.

The "I'm smarter then you so I will tell you what to do attitude", is something I feel Gore sometimes communicates

I think that part of that impression comes not from him feeling smarter but from having access to more and better information and knowing it. All citizens are qualified to have an opinion on issues like welfare or abortion or health care. Very few of could ever be qualified to judge whether the ozone hole really matters or if Son of Star Wars would ever work, no matter how much research we did, and no one has the time to do the research, anyway. There are people like Gore who do this sort of thing for a living. It doesn't bother me a bit if Gore and others of his intellect and experience act like they're more qualified to have an opinion on these things than is the average American. I can understand how lots of average Americans of the right-wing persuasion feel insulted and threatened by people like Gore, but I don't think they're well served by that attitude.

P.S. In the interests of full disclosure, I was one of those "undervoters" for President. Couldn't bring myself to cast a vote for any of them.
