I don't necessarily think that a motivation of "consensus" will net out the best decision. I also believe that individuals and/or groups can be "influenced" to make a decision in one way direction or another. If the primary self interest of the civil servant is a sound and balanced report, I agree that I don't have a problem with it. However, I wouldn't make that assumption up front. As an example, how many advisors and experts do you think were saying that we absolutely needed to help the South Vietnamese militarily in order to stop the communist threat (That ole Domino Theory thingie)?
