The next twelve months will see the issue of further licenses in many parts of the world, and by the end of 2001, more than 100 licenses will have been issued. Spain, Thailand, United Kingdom, The Netherlands, Japan, Germany, Austria and Italy have already recently completed their licensing process. 33 nationwide licenses (or groups of regional licenses) have been distributed so far. The licensing process is still ongoing in several countries, among them Switzerland, New Zealand and Sweden. During the next twelve months, countries such as Australia, France, Hong Kong, Poland, Portugal, Singapore, South Korea, and Taiwan will grant licenses for Third Generation systems, together with many other countries in Asia and the European Union. Also in the Americas efforts will be made to allocate spectrum for Third Generation purposes. In the USA and other countries the existing 2G spectrum can also be used, and it is planned to be used, for IMT-2000 capable systems. A sizeable number of licenses will have been distributed by government auction. Some of these auctions have raised a significant amount of money, such that the industry has voiced concerns over the impact of these license fees on the tariffs for the end users and the growth of Third Generation services. Furthermore, a few Administrations have been encouraged to charge very high license fees even though they adopted the beauty contest system for selection of licensees. The UMTS Forum has consistently cautioned that the imposition of any excessively high up-front payments may impact on operators’ ability to roll out Third Generation services on schedule and at a sufficiently attractive price.
