Nobody has had anything resembling a real energy policy since Jimmy Carter's initiatives that included the insulation tax credit. It will take a national emergency to provide the urgency needed for a policy.

I am certainly glad that natural gas is here to be the main culprit. We don't need national paranoia blaming the situation on anyone but ourselves.

If so many of the navy's submarines and ships can run safely on nuclear power, surely the technology is there to be used for domestic purposes. Want to hear an idea to drive people in San Francisco out of their minds? Just park several submarines in the harbor and hook their output up to the local power grid.
