he would hold back to wait and see. i think though that they're trying to strike a deal of sorts, and perhaps Greenjeans is now more sanguine about tax cuts in view of the economy's recent slump. note, he always said when holding forth on the hill that IF using the surplus to pay down the debt proved politically unfeasible, he'd welcome tax cuts as the second best choice. just as long as there are no big increases in govt. spending.
who knows, Shrubs may have made a case for corresponding cuts in spending....
