Motto states: "In 1999, the portfolio of domestic securities in the System Open Market Account (SOMA) expanded by a record $44 billion, surpassing the previous record of $41 billion set in 1997.... With more than four months remaining this year, $48.229 billion in permanent funds have been applied to the U.S. financial system. A small point to emphasize, but some prefer the use of financial system rather than banking system when attempting to define policy effects in other than the near-term."

I believe the FED has far surpassed its 1999 additions this year. They have continued to feed the bubble. They have raised rates while keeping the liquidity tap wide open.
