1 - A belief that government is taking too much money from people with the current tax rates.
2 - A desire to stimulate the economy.
3 - Last but not least (inf fact probably most) a belief that a tax cut is popular either with the electorate as a whole or with a politician's or group of politicians' base, or with swing voters.


Number 1 is a Republican goal/belief/credo/dream state but not a common reason for doing a tax cut.

Number 2 is the common one.

Number 3 is what all politicians give as the reason for doing one.

Nos 1 and 3 are specious and mainly are subjective goals on the part of certain parties, leaving only number 2 as the real reason to do a tax cut.
