Any president/Congress that spent more than was gained thru taxes ought to have their collective butts kicked.

I don't think it is nescessarily a tradgedy every time the budget is not in balance. The problem is that the deficits continued for decades. A large cause of the problem is that much of US spending goes towards entitlement programs. If other needs come up, or if taxes do not bring in as much as expected the entitlement money still has to be spent. At the time when these programs where created the thought was that they would never get anywhere near as expensive as they are now. Since the cost was not progected to be so high it wasn't seen as a big problem that the spending would be locked in.
