OK here it is. Its an authorization, not a purchase. My boo-boo.

TheStreet.com (TSCM) 1 11/16: Board of Directors has authorized the repurchase of up to $10 mln of its common stock on the open market from time to time; repurchases of stock will be at management's discretion, depending upon price and availability.
