I always assumed that it was not built because the technology was not yet developed.

It was not built because it was decided that no defensive system would work effectively because all the enemy would need to do to confuse the situation is to send in a whole lot of decoys...dud missiles, weather balloons, etc. anything that would clutter up the sky. It would be hard for any system to determine which was the real thing.....and inevitably, missiles, yes even ICBM's, would get thru and hit their intended targets.

If it weren't for this realization coupled with the decline of Russia, we would have a star wars defense system today, and a much larger deficit.
