mini $12.04 - large 25.18/RT internet account , floor+broker $35 RT for S&P, min. 2 lots (rem: no slippage here)
Minimum online or broker assisted: $5k

Rosenthal & Collins:
No idea yet, I suspect instantfutures.com to be an IB for them (to be confirmed):
mini $17/RT large 22/RT, frequent trader starts $350/month + $4.7/RT.
Minimum to open account $2500 (lower than initial margin <g>).

I guess it is up to the customer to shop around and do some bargain hunting.
Minimum to open an account obviously should be the initial margin requirement and discount service IBs seem to ask about $12/RT for online minis (+50-100% for large contracts).
As fees can be expected to lower, due to competition, I would keep in mind that, below a certain price, no support can be given.
Also, IBs starting to discuss online mini RT fees with a price above $15-17 obviously do not know their market and should be avoided.
