Thanks for the pointer to that article... I monitor that site but not regularly. One comment on a remark in the article about Russia being bitterly disappointed with lack of real help after the wall came down - the level of corruption was and is unthinkable in that country, nothing we could have done could have made any difference, they were really doomed. But the fact that Germany has just had some first hand experience in bringing East Germany out of third world status argues in favor of this kind of partnership possibly working for them. Besides you wonder what other hope there really is of Germany ever collecting any of that $14B.
