To an increasing degree QUALCOMM is forced to work in committee, something they may be getting better at, but which is most certainly not their forte.

While this may seem like loss of architectural control and thus of potential loss of gorilla position, isn't really more comparable to Intel? I.e., the core is the processor and whether or not Intel makes the whole system, the important part is control of the processor. Or, in QCOM's case, the base technology.

Very much so. Base Framework Consolidation Process is to be Completed and Sent to Plenary and WGs between 15-Feb-01 and 15-Apr-01. I believe the deadline has passed for new Framework proposals.

At 12/4 Kauai meeting. Q was clearly not pleased with proposals on the table (and offered its own at that time). I would encourage a review of Q's comments & submittal--->

An interesting dynamic - that will clearly separate QClassic's and SpinCo's paths. Vendors and Operators look for advantages between themselves. SpinCo must join the fray. But QClassic - whose effect will be something of a constant applied across all Operators and Vendors - and with Q's participation in both 3GPP2 and 3GPP, whose borders may well continue to blur - may evolve to a position that's peripheral to Vendor's primary line of fire.

This is the rapporteur's report on the progress made so far in RAN (WG1 and WG2) on the Study Item "High Speed Downlink Packet Access". RAN WG2 leads this Study item.

RAN WG2

In RAN WG2#16 and WG2#17 there was not sufficient time to address this agenda item due to the need to address pending R99 issues. It is has been agreed to set aside time in the beginning of the next WG2 meeting in Edinburgh (January 15-19, 2001) to address this item.

RAN WG1

A separate Adhoc (#24) meeting to deal with the HSDPA issues was held in the last WG1 meeting. Approximately 20 contributions were submitted by different companies on HSDPA. Most of the contributions dealt with link and system simulation results on HSDPA. In addition contributions providing further results on MIMO techniques were presented. A couple of text proposals on AMC, HARQ, MIMO and FCS were also submitted for inclusion into WG#1 TR(25.848). A draft version of the TR (v0.2) was prepared but could not be discussed or approved due to lack of time. It was agreed to have an e-mail discussion over the reflector on the v0.2 of the TR. Based on the outcome of the discussion, the TR has to go through the approval process in the plenary session of the WG1#18 meeting.

I infer from this document that HSDPA is in an early stage of development - I think earlier than 1xevdv - and that there are many cooks who aspire to stir the pot.

"QUALCOMM must now cooperate with Ericsson, Motorola, and Nokia all of whom want a piece of the architectural control component."

True - but it appears that 3GPP has concluded that high speed data technology reliant at least in part on Q IP is fundamental to 3G IMT2000. With HSDPA - whether through MOT & NOK's 1xtreme related proposal, or through a future Q contribution - additional Q dependant IP is being added to UMTS specifications. So as Q's architectural control is being diluted in some areas, Q's architectural control is being strengthened in others.
