They have essential IP on some elements of the core but (I don't think) they control the core.

The core is Wideband CDMA operating asynchronously with 5 MHz carrier.

They attempted to control the core (after the fact).

Nobody let them.

QCOM controls narrowband CDMA which they commercialized.

Wideband CDMA (W-CDMA) is now being commercialized.

AT&T controlled IS-136 TDMA (one of many implementations of TDMA, and one of the poorest).

The GSM community controlled the GSM architecture (and standard) - another TDMA implementation and a much better and more enduring one than the D-AMPs and IS-136 implementations.
