The whole article you and Mephisto are exchanging views about is full of flaws. If Dems are losing in Cook County because of missed black votes, they would have done something about it long time ago. They own the county! I think it getting tiring to read through Memphisto's postings. I read them to see how biased one can be. She amazes me all the time!

I suspect that the old puchcards will be eliminated, just a matter of who is going to pay for it.

Many counties across the US have already upgraded there machines. Now, those who have not, (and everybody has known of the punchcard problems for years) will pressure states and feds to pay for it. This means that people who have already paid their taxes to have machines updated will be forced to pay twice.
