It was quite clear why they stopped the recount and they stated so. The process could not be completed by the safe harbor day provided in 3USC.

The legislative intent was to be complete by that time and Algore and the Florida Supreme court disregarded it.

The recount was not valid, 7 justices said so.

Rhenquist did not attempt to disavow anything, he only said that he hoped that the court would not be involved in an election again:

The Florida State courts, the lower federal courts and the Supreme Court of the United States became involved in a way that one hopes will seldom, if ever, be necessary in the future."

And he said not another word about it.

You have Algore and the Florida Supreme Court to thank for that. If they hadn't extended the period for recounts, the election would have been certified on time and the contest period would have started 12 days earlier. There would then have been enough time to attempt a constitutional recount. That was the main problem that Wells, the Florida Supreme Court Chief Justice had from the get-go and he was right.

I find it hilarious (not to mention hypocritical) that you Gore supporters see absolutely nothing partisan in the Florida Supreme Court's 4-3 decision overturning two lower court decisions (Lewis and Sander Sauls) and attempting to award Gore additional votes from incomplete and untimely recounts; then mandating a partial recount scheme they pulled out of thin air that has no support in Florida statutes, yet see the US Supreme Court decision as partisan politics. What a hoot? The Florida Supreme Court is the most partisan, activist court in the country. They are all Democrats and their ham-handed attempt to award Gore the Presidency by Judicial fiat was slapped down, as it should have been. Their own Chief Justice told those 4 wackos their decision would not pass constitutional muster. He was right.
