No, you retire debt as it comes due. If you rolled it over, you would not be in balance, but reborrowing the principal.

Changing the ratio of debt to GNP does not pay down the debt, it merely makes it more "carryable", less burdensome and dangerous. If, by hypothesis, the GNP is rising, it is rising, so I do not understand the end of the question.

Otherwise, I think you are correct.........
