It isn't temporary. Ever hear of the Huppert peak? As far as Nukes go, I agree that more should be built, immediately. With Dubya in office, he'll do what he can, but given the regulatory morass in California, do you really expect to see more supply from nukes soon? Even under optimal circumstances, a new nuclear power plant takes 10 years to plan, build and test before a single kilowatt is generated.
