It may not be of any significance, but they are bidding
UP stocks ( about .75% on the NDX )before the open, signogficance or not we gap up some.
CSCO and SUNW are the most active.

Don, i strongly disagree. it IS significant, because it has never happened before! usually, the formality of a district bank requesting a discount rate cut of more than 25bps. is in place before the official announcement. in other words, what this proves, is that the rate cut was a a seat-of-the-pants, ad hoc, panic decision.
this is why i suspect this was a bail-out, an attempt to halt the developing panic in the stock market, and a bail-out for some big player(s) in trouble.
