They WERE the Palomar Mountain EMS. Have a look at your link:

This is a fire service which provides emergency medical services. Also remember that this happened quite a few years ago.

Yes. It was often impossible to find accidents that had been reported by CB. Why do you think the US government have required cellphones to be fitted with position finding devices in the near future?

As for your imagined conversation, I think the emergency services would feel deeply insulted.
