Sometimes, cheap is very expensive. Unless you have some particular talent for seeing hidden values (like a Warren Buffett or Jack Welch), normally what you pay for is what you get (WYPFIWYG).

That is the precise reason why Intel should not let bean counters have influence in the acquisition process. If there is anything good or worthwhile out there, you have to overpay.

The DEC example is terrible. At the time when DEC was available DEC had had a good run, a good history, but no future. They were being considered because they came into bargain basement range. The only people that would have considered DEC were bean counters.
