I do not place total blame on the teachers. I believe they are being lead down a path which disallows them to do the right thing. In my small world I know several (seven) teachers. To a person they all complain about the programs which they are forced to used by the school boards.

To make a long story short... who benefits from an under educated society? I think it is quite clear the left does. Liberal teachers union knows this.
