Copper is cheaper than wireless, and short wave is cheaper than copper. (its totally free). When I lived in the Congo I was amazed to see the huge telecom structure built with short wave radios.

Example: when I was living in Bibanga and wanted to talk with someone in Kananga I would use a locally available short wave radio in my village and call Kanaga and tell the operator that I wanted to talk to so & so about 5 PM that evening and have him be there.

Now most of the techies that visit SI have to understand the concept that wireless is cool, copper is cheaper but shortwave is free. And besides nothing moves that quickly in the Congo. When someone tells you I'll see you on Tuesday, the proper reply is "which Tuesday".
