Alan,

the peculiarities in stop order handling many here have complained about only apply to NASDAQ stocks (triggering based bids/offers). NYSE stops follow common conventions and trigger based on NYSE trade prints (regionals are disregarded).

I run Ib here on Cable Modem no problems whatsoever, you also can't beat a $1 for 100 shares. I used ISLD 99% of the time.
