If you had the power to implement them and wanted to keep that power, you would probably not implement them. One of the fictions that the Republican Party thrives on is the notion that Federal spending is primarily for the benefit of the shiftless, the lazy, the illegal immigrants, etc. This fiction gets in the way when it comes to cost-cutting time, when they realize that a hell of a lot of this money is actually going to active, vocal, and vital constituencies. Do you think a Republican administration, for example, is going to stand up to the AARP?
