See, this is what debate is supposed to be about. Specific questions, specific answers, consider the consequences, reformulate, champion.

what to do?

I would support a national initiative that would guarantee anyone who is qualified a 4 year degree. I would encourage people to return to school after becoming to be disillusioned with blue color work. I took this path and started school after a 3 year tour in the Navy.

There will always be some people who do well and those who do poorly. IMO, it just shouldn't be the same people, year after year. We want education and mobility. If I had to pick 100 kids and say, these kids will grow up and spend a) 4 years in prison, or b) 4 years in a university, which do I want to pay for? Gee, duh, I don't know?!

The fact is that university education and prisons cost about the same amount per year. Which do you get the best ROI? Clearly, education. In the long run, if we were to rack up a national debt, I'd feel really pretty good if it was in the form of an educated populace and not on some weapons that became obsolete 5 years after they went into service. Keeping people at subsistence level is no service to them or us.
