OK, but how do you enforce this? Release price controls and let electric bills soar 300%? Or send in the conservation police door-to-door, slapping wasteful consumers with a humongous fine?

Like I said before, the rest of us are going to pay for the mistakes California made. And Californians still won't be motivated to conserve electricity or build more power plants. All this because Californians wanted something for nothing, whether it be electricity or environmental preservation.

Scumbria,

Changing to compact fluorescent bulbs from incandescent bulbs can save 80% of the energy used for lighting. A CF bulb might cost $8.00, a incandescent 75 cents. But over the 10,000 hour life of the CF bulb, the consumer saves about 50%, including the bulb costs and electricity cost.

In this country, incandescent bulbs probably outsell CF bulbs by a margin of 10 to 1. Why?, folks won't drop eight bucks for a light bulb.
