Zoltan,

At the time Ford pardoned Nixon, the Watergate special prosecutor's report had already called him "an unindicted co-conspirator", and he was recorded on tape taking part in the same conspiracy that sent John Mitchell to jail.

It was not a big stretch of the imagination to think that he might be indicted and convicted for his part in the Watergate coverup conspiracy.
