Jiang can issue all the decrees he wants but he has little ability to enforce them if the military is unwilling to give up its perquisites.

That's why it is SO VERY IMPORTANT that the military owe its allegiance to the nation and not a particular leader, or institution. In the US the military swears allegiance to the constitution which serves as the source of their legitimacy, not to the president.

Indeed, even the president swears allegiance to the constitution and not to a political party.

That's the difference between China and the US. And until China adopts such a practice, it will remain nothing more than a kleptocracy, stealing from the people at large in order to enrich themselves and perpetuate their own power.

That is also why so few communist states have made a peaceful transition to democratic capitalism.
