Rick, yes - I use Win98. A winmodem uses the computer memory for part of its functions [to save cost]. I found it difficult to determine which modems on the store shelf were hardware modems. Only the Hayes Accura spelled it out clearly. I think manufacturers know that customers have heard bad things about winmodems and so don't always highlight that designation on the package. I would buy any hardware modem.
