Dear Windsock:

Oil men refer to the Gulf of Mexico with shorthand as Mexico (you do it when you refer to a processor instead of the more accurate but, longer Central Processing Unit). Just because it is in international waters does not mean no nation claims it. Many nations claim waters with underlying oil reserves such as the North Sea. The fact that you can't think of that just shows you your ignorance (and that is giving you the benefit of the doubt).

The international part of the International Waters refers to transport above the water only. Fishing area is claimed by the US, Canada and many other to much greater ranges (200 miles for us typically). When environmentalists refer to a ban on off shore drilling, they do not mean just 12 miles out, they refer to areas far out to sea such as all areas where the depth is less than 600 feet. This includes vast areas of your "international waters".

BTW, ignorant one, Britain claims parts of the North Sea as its own far beyond your 12 mile limit of its coastline. So does Norway and Sweden. They would not take kindly to one taking a drilling platform and taking oil from the North Sea between their rigs and their shore even, if one is in "international waters".

Learn about things before you shoot off your mouth.
