There is no WINS support in OpenBSD. The real world uses DNS. WINS is a piece of crap that microsoft finally realized was a piece of shit and is dropping...

Anyway, I'll assume that she'll be running a PC behind her firewall. She won't need WINS on the OpenBSD box itself. She'll need it on the PC, and rules to allow WINS through the firewall to the ISP's WINS servers. I'd set OpenBSD up as a "standard" DHCP client. It'll get wins server settings from the DHCP server, but will ignore the settings.
I'd look up the ISP's DNS servers, and configure DNS accordingly.

Hope this points you & her in the right direction...

No matter what, implement a firewall.
