I have enough knowledge of eminent domain to be dangerous. And I don't think your answer is as simple as it sounds for mature residential areas. The cost is huge, not just the compensation but also the subsequent lawsuits, which can equal or exceed the compensation. The businesses along a rapid transit route would also get compensation for business losses from less traffic, loss of parking, ...

Then there is the cost of building the system, also huge, with the supporting infrastructure. And the subsidies required to run the system, many public transportation systems lose money.

There is probably a good reason that there are not more rapid transit systems being built in mature areas, they just can't be financed.
