I was actually very positively surprised when I read this article about Powell's desire to scrap most of the US sanctions: iht.com;

That's odd because someone on the news said a few days ago that Bush doesn't want to give favored trading status to nations that support abortion, and then yesterday, I read in the paper that he no longer wants the US to give aid to international organizations that support abortion.

Powell must mean giving up all sanctions except those related to abortions.
