Scott,

You have to understand the fearful mentality of many Americans. They spend there whole lives trying to protect themselves (from oil shortages, nuclear attack, auto accidents, disease, body odor, bad breath, out of style clothing, small penises, etc.), and tend to destroy much in the process.

The ANWR is expendable to help alleviate some neurosis.

There are arguments for drilling up there and against. I personally don't think that current price of oil is high enough to bother starting at this time.

If this country is paranoid about dependance on foreign oil, maybe they can set everything up for drilling (possibly with federal loan with 0% interest until the actual drilling starts) with ability to turn it on when the price is high enough ($60 or $100 in 2001 dollars), and this way, it can work as a "strategic petroleum reserve".

If this country does in fact want less dependance on foreign oil (a somewhat dubious goal in the first place), a good way to go about it would be to try to replace oil with other sources of energy (domesticly produced) where possible (coal or hopefully nuclear).

A good start on the fiscal side of things would be to eliminate all forms of home heating assistance, so that higher price of oil does encourage conservation and reduce consumption.

Another thing that could be done would be to strip all of the power generating and distribution companies that are not privately owned of their tax exempt status, which is really just another way of the feds subsidizing energy consumption.
