I think a lot of the problem with inner city schools is the lack of parental involvement, for whatever reason. The parents need to be involved, and need to see that it is essential. This is one major reason for the success of the private and parochial schools.
Vouchers, if it comes to this, should be given to those children whose parents want to be involved, and are shown how easy it is.

it is not only worth pursuing... it is being pursued and quite successfully.

I do have reservations regarding advertising in schools. I do not like the idea of Nike swoosh on a school gym floor or coca cola being served to children for lunch. These are the issues which need to be addressed regarding corporate schools. The competition among schools will take care of the quality angle.
