I am not sure that Greenspan has tried to save any speculators unless their collapse has the possibility of hurting the US economy. His increases of interest rates surely weren't to save any speculators (unless he was helping the bear speculators at that time according to you).

I think the guy is just trying to do his job. Just IMHO...
