I know for a long period of time they were trying to break into the corecarrier market and failed on two key tries:

Hold on a second. Prior to Juniper, Cisco's routers were the core of the carrier IP network. The only other major router maker was Bay Networks, and Bay was primarily in high end enterprise networks, not carriers. So prior to Juniper you've got WorldCom (UUNet), Sprint and AT&T all using Cisco routers to route data traffic - the competition in this space with Juniper is a new development, not an old thing.

Perhaps you are confusing Cisco's products with the optical products made by NT/SCMR/CIEN/LU, et al? Whereas routers are the core intelligence of the network (they tell the packets where to go), optics are the core transport area of the network. To date Cisco has not been involved much in optics, and didn't really even have a similar product line until they acquired Cerent, which is not core transport (I think it is more metro optical transport), and in that one line they have done phenomenally well (sales up around 1,000% last quarter). Optics represent something along the lines of 5% of Cisco's revenue, and it is growing rapidly for them, but still very small relative to the optics giants.

It seems confusing what you mean by Cisco breaking into the core carrier market. Every carrier, large or small, has Cisco routers in their network. Cisco created this market. Juniper has only been shipping product for about 2-3 years.
