Oh, oh. This is the moderated thread so here goes an attempt at a substantive point.

While the adoption of a "new" technological change is a very difficult, time consuming and frustrating process leading to unexpected delay, the upgrade in the CDMA One networks is unusual in that regard.

The upgrade to 1x is relatively straightforward on the infrastructure side, and can be done now repeat now.

So then the bottleneck to doubling voice capacity is the availability of 1x phones.

Seems like any operator with a modicum of brainpower would do its best to get those 1x phones into the hands of its customers asap in order to benefit from the doubling (roughly) of voice capacity on its system which will take place phone by phone. (No phone, no doubling)

Logic there. But sadly, logic and the real world are different, no?

Only time will tell.

Note: The GSM systems upgrade to GPRS is an entirely different animal as is the GSM upgrade to UMTS - that seems to be reflected in current pain in Europe.
