Not to argue, but I would suggest that the military has systems with "different" capabilities than Globalstar. I would expect a military system to be hardened against EMP pulses, for instance, to a larger extent than a civilian system. I would also think there would be more built-in encryption. I would be surprised if it had more capacity.

All of this is guesswork, of course, based on years of (mostly wasting time) reading science fiction novels.
