The new governor's budget proposal here in TN is reported to include measures to legalize lotto in the state. The state's budget has been at a deficit for several years and it don't think they're ever going to be able to get a state income tax passed. Lotto is very passable though (86% popular support last I saw). I've been hoping horse racing becomes legal here too. I used to love and watch them run when I lived in KY.

Don't see how a lotto can be approved and still argue that horse racing should not be allowed. Lotto is essentially a 50% tax on lotto revenue from what i understand. Don't think horses are anywhere near that.
