Technically, it's an optional intermediate step - like EDGE.

Mostly, GPRS is a way to extend functioning of existing 2G networks (and associated investments) prior to evolving to 3G.

Proponents suggest that Operators learn valuable experience with GPRS packet data technologies, etc. that will help them with 3G.

The same, however, could be argued for 1x overlays on GSM networks.

just an unnecessary intermediate step. There is no technical excuse for GPRS.
