The problem with medicare is that by not paying a fair price for healthcare it offloads costs onto the non-medicare public. That is why non-medicare cost growth is out of control.

A good parallel is the california power situation. Since utilities there cannot charge market price for their power california users pay less than market. If the federal government takes over any of those costs they will in effect be off-loaded to non-californians.

In both cases political means are used to pass costs to citizens who would never agree to take them straight up.
