According to Intel's Mobile PIII Processor Datasheet:

PIII @ 700MHz:

1.6 Vcc
14.6 A (max)
23.0 W (max)

The current draw is for the Vcc supply only. For total CPU current draw, you can add another 2.5 A to that (GTL+ bus buffers/transfers).

Somewhere around 10-15W typical.

Frankly, I don't know the worst case and don't really care. All that matters in this business is whether a product fits in the Mobile thermal envelope. It is around 20W now (used to be 12W about 3 years back but keeps increasing every year)
